Florida law, under Chapter 163 Part III Florida Statutes, authorizes local governments to designate up to eighty percent of a municipality as a Community Redevelopment Area (CRA). The Community Redevelopment Act (Act), adopted in 1969, is intended to help communities revitalize downtowns, preserve historic structures, and otherwise enhance the designated CRA district. In accordance with this legislation, local communities may form a CRA and further create a redevelopment trust fund for financing improvements within a predetermined redevelopment target area. The CRA was established by the the City of Williston on March 16, 1999 pursuant to Ordinance 380, and functions within all of Blocks 11 and 12, Lots 1, 2, 3, and 4 of Block 2, Lots 1, 2, 3, and 4 of Block 3, and Lots 7, 8, 9, and 10 of Block 10, City of Williston as per plat of Noble Survey Plat Book 1 page I Public Records of Levy County Florida. It is a dependent taxing district established by City government for the purpose of carrying out redevelopment activities that include reducing or eliminating blight, revitalizing older housing for all income levels, improving the tax base, creating and retaining employment opportunities, and encouraging public and private investments in the CRA.
